Why would an AI refuse to answer a question it clearly knows the answer to?
This is content policy in action, not a knowledge gap. The model isn't confused — it's been instructed to treat certain topics as too sensitive to answer directly, even when the answer is settled fact. Google announced election-related restrictions in 2023 to reduce misinformation risk, but a guardrail tuned for opinion questions can misfire on factual ones. That's why the same tool answered directly for users in France, Russia, and Taiwan while deflecting for US users asking who won in 2020.
The deeper tension is between safety filtering and factual reliability. Refusing to name a certified election winner doesn't make an AI safer — it makes it less trustworthy on exactly the questions people most need answered. Google's own Gemini app named Biden without hesitation: one company, one fact, two products behaving differently. Google acknowledged the response wasn't helpful and said it was working to fix it.
